The Department carries out educational and research activities in the field of pedagogy and psychology, provides practical assistance to subdivisions of internal affairs bodies in educational work with staff. Particular attention is paid to the training of highly qualified personnel (specialty "Legal Psychology").

Stukanov Vitaly – doctor of pedagogical sciences (2017), PhD in Psychological Sciences (2000), Associate Professor (2010), colonel of militia (2011).
Graduated with honors from the Mogilev State Pedagogical University of A.Kuleshov (1994), worked in the correctional colony No.17 as a chief of the squad in the city of Shklow, senior psychologist in the labor correctional colony No.1 in the city of Minsk. Summarized his experience of practical activities in PhD work on specialty “Juridical psychology”. After successful scientific work defense, worked as a lecturer at the Academy of the Ministry of Internal Affairs. In 2002-2009 served in practical agencies of the Ministry of Internal Affairs, headed the service of correctional process at the Department of Correctional Process (Deputy Head of Department, after – Head of Department of Correctional Process).
In 2009 Vitaly Stukanov returned to teaching work. In 2010-2012 headed the Faculty of Corrections of the Academy of MIA. After graduation from the doctorate of the St. Petersburg University of the Russian Interior Ministry, successfully defended scientific work on specialty "General pedagogy, history of pedagogy and education".
Vitaly Stukanov is a leading specialist in the Republic of Belarus in the area of legal education, correctional pedagogy and juridical psychology. He is the author of more than 130 scientific and educational-methodical works, including 3 monographs, the first in the Republic tutorial "Correctional Pedagogy", the co-author of the first in the homeland science "Encyclopedia of juridical psychology", as well as the educational standard of the Republic of Belarus 1-930175-2016 "Practical psychology in the field of law enforcement activity".
Vitaly Stukanov is an scientific consultant of the journal "Public Education" which is included in the list of publications recommended by the Higher Attestation Commission of the Republic of Belarus for publication of the results of dissertational research in psychology and pedagogy. Member of the Dissertation Council for the protection of doctoral dissertations D 02.23.01 with the scientific and methodological institution "National Institute of Education" of the Ministry of Education of the Republic of Belarus.

In 1998 he graduated from the Academy of the Ministry of Internal Affairs, in 2014 he finished the MA course of the Academy of the Ministry of Internal Affairs
Since 1994 he has served in law enforcement agencies. Before his transition to the Academy of the Interior Ministry (October 2015) he worked as the Head of the Department of Psychological and Technical Support for Crimes Solution of the Criminal Militia of the Central Department of Internal Affairs of Minsk City Executive Committee. In October 2015 he became the Deputy Head of the Department of Psychology and Pedagogy.
He is a member of the interdepartmental group of the Security Council of the Republic of Belarus on the use of the polygraph in criminal investigations, conducting screening studies and staff training for state bodies of the system of ensuring national security of the Republic of Belarus.

Department: History and Modern Period
The Department of Psychology and Pedagogy was founded in 1992 as a result of the transformation of the Minsk Higher School of the USSR Ministry of Internal Affairs into the Academy of Militia. A.Pastushenya became the Head of the Department. The Department provided teaching of a number of special psychological and pedagogical courses, including training the staff for the penitentiary system. Today the department has more than 50 academic courses, mostly for upgrading skills and retraining law enforcement managing staff.
A successive system of psychological and pedagogical courses has been developed for professional-psychological training of future law enforcement officers as well as retraining and advanced training of the law enforcement managing staff. According to this system all psychological courses are studied in consecutive order, starting with the basics of psychology and pedagogy during the first years of study, moving on to the study of professionally significant issues in legal psychology and ending with the study of special psychological courses depending on the specialization of future officers ("Detective Psychology", "Psychology in the Activities of Militia of Public Safety","Psychology of Investigative Activities", "Correctional psychology"). The complex of educational courses is also offered to students at the second stage of higher education (during the MA course).
All courses of the Department are equipped with electronic educational and methodological complexes. The Department retrains specialists in such specialties as "Practical Psychology in the Field of Law Enforcement", "Educational Work with Convicts" (training of correctional facilities staff) and "Psychological and Technical Support of Detective Activity" (training of polygraph examiners for internal affairs bodies).
The teaching staff of the Department is regularly involved in conducting classes with personnel of law enforcement agencies and units, ministries and departments of the Republic of Belarus in the field of legal psychology, management psychology, psychology of official work (labor), conflictology, psychology of communication, influence of psychology as well as moral and psychological readiness of personnel (personnel of the organization) to solve operational and service tasks in any condition or situation; carrying out psychophysiological studies using polygraph devices; stress-resistance and emotional-volitional burnout of employees.
Much attention is paid to cultural and creative development of cadets. The Department and its Professor V.L. Golubev organize the students’ annual international oratorical competition "Tsitseronij".
Different innovative methods of teaching are regularly introduced into the educational process such as binary lectures, group sessions with elements of psychological trainings and others. The Department has the required educational and scientific potential for further improvement of its activities.
The staff of the Department systematically participates in research activities.
The Department is the organizer of a series of republican and international scientific and practical conferences, among them: "Non-Traditional Methods, Ways of Crime Solution and Investigation", "Actual Problems of Crisis Psychology in Law Enforcement Activity", "Psychological, Pedagogical and Ethical Aspects of Personality Formation Law Enforcement Officers", "Topical Psychological Problems in Law Enforcement Activities", "Psychological Aspects of Improvement of Law Enforcement Activity", "Actual Psychological Problems of Improvement of Law Enforcement Activity".
